G.Skill or Galax Samsung Bdie chipped it takes binning to find a good set and getting them to run at those timings/speed aint easy. George will probably chime in with some tips for you.

To the point. Pete hit the head of the nail and there is not much to add to that.
But I will write some things and try to explain the meanings. A screenshot will follow of my BEST memory set running 4200 / 12-11 with very tight sub timings.
BUT : This memory set is a limited edition Galax Hall of Fame ( n.004 out of 100 ), produced with very high binned Samsung b-die chips and aimed to break records. So, IT MUST NOT be taken as reference. It is an exception, it is an example of what a top binned set can do and in NO case must it be considered EASY.
Well, here we go.
To reach such tremendously high speeds with such tight timings on DDR4, it does not only take a very good mem set. It is a combination of an exceptional IMC, an exceptional motherboard and an exceptional memory set. Plus, it takes an EXTREMELY experienced user, who knows exactly what to adjust, both mem wise plus voltages in order to maybe get there.
N.B. In case we are talking for SPI32m, I MUST NOTE, that running waza puts extreme strain on the mems and makes the difficulty at least double.
It takes a lot of trial and error, you must be prepared for a potential damage to the IMC and these tests are best to be performed with IMC under cold. Also ALL b-die chips do not degrade up to 1.90V ( true ). Above that an extended period of time applying such voltages may lead to fast degradation of the mem sticks and even sudden death.
A more realistic approach would be 4000/ 12-12 or 4000/12-11, unless you go for breaking a WR.
Please do not be impressed by Dancop or Splave or Hicookie or Fredyama or Mad Che, because these guys have endless resources from ALL vendors and most of all knowledge that NOONE of us has.
