Been playing with a few S478 CPUs and the Prescott's seem fairly stable voltage wise, set 1.6v in BIOS board over-volts a bit but that's OK and may drop down to the mid 1.5v at idle. Northwood's set 1.8v BIOS, CPUz shows 1.86v +/- and at idle will jump around from low 1.9v to low 1.5v, is this common or is it time to start looking into a replacement?

Cant remember what readings on my P4C-deluxe, but on my P4P-SE deluxe I set volts in bios @ 1.55 and CPUZ shows fluctuations from 1.408 to 1.506.

Your vdroop does seem a little excessive.
