I had this problem before a long while back on a different system but forgot what causes it and how to correct it. The cpu is locked at 800ish Mhz, should be 2.8ish Ghz. I did the system performance stuff already. its not a throttling issue. Like I said its happend before just cant remember. Anyone know the answer?

I believe it's related to C states, I normally disable all that crap in the BIOS and it never happens to me.

Forgot to mention this is a laptop. Thanx for the suggestions got me to thinking... I did finally figure it out... At least in this case it was different from before. It was my power supply stopping it from full cpu usage because of inadequate power, all good now.

ThrottleStop is a good program. If you're not using it you should check it out.
