Hope someone knows. I have tried multiple PSUs, CPUs, RAM stix, GPUs, cleared CMOS several times and nothing. All the board will do when the power button is pushed is try to power on for maybe 1 or 2 seconds then cuts off. The board has soldered bios chip so cant try flashing. (I dont THINK I have the alligator clip for flashing soldered-on chips... Gotta check) Any help is really really welcomed

It's sounding like the board has a problem and it's kicking "Self Protect" mode. I'd try it with a different board if you have one of that socket and see if all the rest works.

Yeah thats what seemed to me. As if there was a short or something. but the last time I used it everything worked fine. But I will try all the parts on another board to make sure all the pieces Im using work.

Remove everything and install the post code speaker at FP.
If the board is working properly, you'll get No cpu beep first. Install cpu. Listen for beeps, next should be no memory installed. Install memory Wash rinse repeat for vga and boot device.
Good luck

No beeps, no good. A flash might save it. 50% chance.

Perhaps a trip through the dishwasher may fix it.
I've done it before and it worked - At this point, can't hurt a thing to try it.

Make sure you are bread boarded, its possible cmos chip is screwed up or some caps or the power circuits for ther supply inputs are bad.

I have had 2 790X-UD4P die on me one while under nitrogen other just died for no reason. At the moment I am using a 790X-UD4 the only difference is its a 4+1 VRM not a 8+2
