Was going to see what the board would do with RAM so dropped the cpu multi, set the memory divider to 1:2 and the FSB to 250, CPUz shows the RAM in the mid 300s. After playing around for a while noticed the only time it works as I thought is with the 10 & 12 CPU multi and I just happened to be using the 12 multi with the 1640B. There is a setting in BIOS that points to the PCI / DIMM freq but does nothing that I noticed. Is this normal or is there something not working right in BIOS?

Normal for MSI. Bios has a strap problem. I have a similar problem on the Asrock board. My board will not be competitive at all in DDR2 clocks. Board flakes out at anything over 550 due to lack of 1066 strap, positive dividers, and vdimm over 2.1v.

Interesting with the Gig 790X-UD4P if I set the CPU multi below 10 it automatically drops the Ram multi down from 4/800 to 3.33/666 10x and above is alright the ram runs at 4x. 200Bus x 4 = 800mhzDDR

Shane's board does the same Scotty 9x or lower CPU multi drops the mem divider a step. I would like to get your Bios on there I should of tried again but its got the pot on it now and I am about to go and play with it.
